The 12th Five-Year Development Guide for the Petroleum and Chemical Industry (hereinafter referred to as the “Guideâ€) has finally surfaced. The second meeting of the third session of the China Petroleum and Chemical Industry Federation held in Beijing from April 25th to 26th discussed and approved in principle the programmatic document guiding the development of the "Twelfth Five-Year Plan" for petroleum and chemical industry. The "Guide" clarifies the goals and tasks for the development of the "Twelfth Five-Year Plan" for the petroleum and chemical industries.
The full text of the "Guide" is divided into five chapters. They are: the main achievements and problems in the "Eleventh Five-Year" industry development, the situation facing the development of the "Twelfth Five-Year Plan" industry, and the guiding ideology and strategic objectives for the "Twelfth Five-Year" industry development. The main tasks, the development direction of the "Twelfth Five-Year Plan" key industries, and measures to achieve the "Twelfth Five-Year" development goals.
According to the “Guidelines†and the “Twelfth Five-Year Plan†period, the petroleum and chemical industries will strive to achieve six strategic goals and complete six key tasks. The six strategic objectives are as follows: the industry maintains stable and rapid growth, the capacity for independent innovation has been significantly enhanced, the industrial structure has been significantly optimized, energy conservation and environmental protection have been upgraded to a new level, the competitiveness of quality brands has significantly improved, and the level of intrinsic safety has increased substantially. The six key tasks are: adjusting and optimizing the industrial structure, comprehensively enhancing the ability of scientific and technological innovation, promoting the industry to save energy, safety and clean development, implementing the strategy of “quality for businessâ€, improving the level and level of opening up to the outside world, and building a system of large and medium-sized enterprises supporting coordinated production.
In order to promote substantial progress in the transformation and development of the petrochemical industry during the “12th Five-Year Plan†period, the Guide also proposes some binding indicators. For example, the industry's total output value grows at an average annual rate of more than 10%. By 2015, the industry's total output value will reach 15 trillion yuan. The proportion of R&D input of key enterprises in sales revenue will exceed 3%, breaking through 80 to 100 major key and common technologies. In 2015, the rate of fine and specialty chemicals increased to over 45%; more than 15 companies had sales revenue exceeding 100 billion yuan; in 2015, energy consumption and carbon dioxide emissions from industrial added value per million were both lower than at the end of the 11th Five-Year Plan period. 15%, chemical oxygen demand, total ammonia nitrogen emissions decreased by 12%, total nitrogen oxide emissions decreased by 10%, total sulfur dioxide emissions decreased by 7%, and chemical solid waste comprehensive utilization and disposal rate reached 90%; in key areas Set up 8 to 10 industrial technology innovation strategic alliances, build 5 to 8 national engineering (technical) research centers, 8 to 10 national engineering laboratories, and 15 to 20 national-level enterprise technology centers; by 2015, domestic brands will be domestic The market share reached 90%, forming 500 industry famous brands and 10 world-class independent brands.
