2017 will continue to fully promote the process of agricultural mechanization

2016 is the first year of the “Thirteenth Five-Year Plan”. It is also the year to realize a comprehensive well-off society and lay a solid foundation for achieving the goal of 100 years. This year is of great significance to all walks of life. This year is equally significant for promoting the mechanization of the main crop production in China. In 2016, the comprehensive mechanization rate of crop cultivation and harvesting in the country is expected to reach 65%. The cultivation of major crops and the harvesting of wheat and rice are basically mechanized. The corn machine harvest, rice machine insertion level and grain drying, straw treatment and plant protection capacity increased rapidly, and new breakthroughs were made in the mechanization of peanut, rapeseed, cotton and sugarcane production.

In 2016, the whole process of mechanization promotion showed three characteristics in general: the administrative promotion was significantly increased. In 2016, the No. 1 Document of the Central Committee incorporated the whole process of mechanization into a key content of modern agricultural construction, emphasizing the need to “improve the mechanization level of the main crop production process”. The "13th Five-Year Plan for National Economic and Social Development" proposes the goal of building 500 full-scale mechanized demonstration counties across the country, and incorporates major agricultural modernization projects during the 13th Five-Year Plan period. With the establishment of the whole mechanized demonstration county (district) as the guide, the breakthrough of weak links as the entry point, the development of the whole process of mechanized equipment as the support, the development of agricultural machinery socialized services as a way to vigorously carry out the whole process of mechanization technology model exploration and innovation, and continue to promote the main The mechanization of crop production has effectively promoted the level of agricultural machinery and equipment and the improvement of comprehensive agricultural production capacity. Second, the financial support has been continuously increased. The Ministry of Agriculture and the Ministry of Finance continue to play the guiding role of the agricultural machinery purchase subsidy policy, aiming at solving the key equipment needed for the main crop production, focusing on the weak links of the whole process of mechanization, and continuously increasing investment in the central and local governments. Third, the promotion of working mechanisms is increasingly perfect. The agricultural machinery departments at all levels have issued various policies for the mechanization of the main crops, and implemented the system to ensure the smooth progress of the promotion work. At the same time, the Ministry of Agriculture's main mechanized crop production promotion expert guidance group was set up. The expert group set up professional groups according to the nine crops of rice, corn, wheat, potato, cotton, rape, peanut, soybean and sugar cane. The expert group will give full play to it. Supporting services in four aspects: decision-making consultation, technical guidance, training exchange, and acceptance assessment. At the same time, it traces and analyzes the problems and development trends of the mechanization of the nine major crops such as rice in China, provides relevant research reports in a timely manner, and proposes relevant policy measures.

As early as the beginning of 2016, the National Agricultural Mechanization Work Conference released specific development goals: strive to achieve significant progress in the whole process of mechanization, planting and comprehensive mechanization of the main crops before and after production in 2020, and the comprehensive mechanization rate of crop cultivation and harvesting exceeded 68%. More than 80% of the grain crops have been built in the country, and more than 500 mechanized demonstration counties have been basically completed to achieve the production of major crops. The conditions of the province have basically achieved agricultural mechanization.

It can be said that the realization of the mechanization of the main crop production in China is related to the “stable production capacity, cost reduction, transfer mode and promotion” in the agricultural sector. In order to achieve this goal, it is believed that in 2017, the agricultural machinery departments at all levels will unswervingly implement the mechanization of the main crop production.
